"I don't think it has that much to do with legislation. I think a big part of the problem lies with spoiled parents who have been raised to believe that they can "have it all", and that raising children need not involve personal or professional sacrifice.

Agreed, and that is the target we should have for recapturing some balance in the legislative equation. Raising children is the number one defining characteristic of a parent, spoiled or not. When did responsibility for children become a choice?
