Every war is fought to attain a political objective. If this objective is not intelligently chosen, it is entirely possible to win every battle and still lose the war. This was demonstrated rather well in Vietnam. In Vietnam the problem was the strategic military objective. The plan was to defeat the communists in South Vietnam. Thats a little like trying to kill all the ants in your house and then wondering why you soon have an ant problem again while not realizing its because you didn't go after the ant colony in your yard.
