School boards in each district set teacher's salaries--not governors. He placed the emphasis where he could--
on testing. The teachers felt the pressure to prepare their students. They received raises according to their student's performances. However, that's not completely fair since parents have a responsibility to make sure their children get their homework done & behave properly in class. How do we grade parents performances?....if only, we could fine them when their child fails in school. Then we'd really get results.
If you read the Texas results, you'll see that real progress was made. As I stated before....he managed to turn a negative academic attitude into teachers & students focusing on test preparation. This issue was one of the few Gore had to at least try to criticize GW's results. When you actually read the report results.....it's more impressive than negative. The skill gap between middle class & low income students was noticeably narrowed.....not a small feat.
