No one knows if a viable government could have been installed had the war effort not been so demoralizing. The fact is, Johnson made a mistake by making a public declaration that he would not invade North Vietnam, thus giving the North a free hand in sending troops South; he ran a ridiculously ineffectual bombing campaign, by using military might to signal "messages"; and he left the North free to use the Ho Chi Minh trail to send men and materiel South. By the time Nixon came in, he was looking for a way to extricate himself honorably, no longer determined to win. The process of Vietnamization began almost immediately, and although Nixon broadened the war, it was to enhance his negotiating position. Since the only chance the Paris Accords had to work was fear of US retaliation when they were violated, miring Nixon in Watergate spelled the effective end of the Accords, and hence of South Vietnam........
