The PLO tactic is of course to use their own civilians for their own advantage. They don't have a problem hiding behind their own civilian population knowing full well that the Israeli's will inevitably kill non-combatants. There is the additional problem of defining exactly what a non-combatant is. If a sympathetic civilian allows a PLO soldier to use their home as a sniper post, is that civilian a true non-combatant? I think many here would agree that at a minimum, they are no longer 'innocent bystanders".

In the current circumstances the PLO can't win militarily. These tactics are intentionally designed to inculcate worldwide sympathy for the Palestinian cause. To that extent this has been well thought out by the PLO, but at the misfortune of their own people.

It's not my intent to excuse all actions by the Israeli's, guerilla warfare is ugly and ugly things happen, but the PLO is at least as culpable as the Israeli's if not more so.

There is not the slightest doubt in my mind that the Israeli's would opt for a cease fire the moment the suicide bombings stop. Israel's current military actions are due to this and this alone.
