Try this:

To lower graphics acceleration for the video card:
1. Right-click the icon for My Computer and then choose Properties from the pop-up menu.
2. Click the Performance tab and then click Graphics.
3. Move the Hardware Acceleration slider bar one notch to the left.
4. Restart the computer.

If this doesn't help lower it one notch further.

Other places to look:
Click Start, point to Settings, click Control Panel, and then double-click Internet Options.
Click the Advanced tab, scroll to the Multimedia branch, and then click the Show Pictures check box to select it.
Click OK.

If it's happening everywhere right-click your my computer icon/properties/device manager and see if there is an exclamation mark or a red x on your video card.

What operating system and what version browser are you using?
