Bad regulations do tend to get canceled

I disagree. Maybe really bad regulations that have small constituencies get canceled.

An example of an abstract common resource is the peace of mind that people have when they sleep in their homes protecte by flimsy quick-set locks. A simple way to see this is that the government has a role in keeping crime at bay. This is too simple a concept to understand the role and limits of government. I think the way to understand the proper role of government is to realize that "peace of mind" is an important goal shared in common by the public. Then it is easy to see when the government is promoting a common goal. The alternative is an issue by issue knee jerk response based on personal whim.

Peace of mind is not a "shared resource". Its a very individual thing. The government has an important role in keeping crime down and punishing criminals. In fact that role is one of the central justifications for the government's existance, but helping everyone to have peace of mind is a vague and impossible goal and could easily be used to justify just about anything the government wanted to do. Personally I would have a lot more peace of mind if the government tried to do less.

So long as elections remain free and fair you can vote them out again.

I could vote against them, but that doesn't mean they would be voted out.
