Your piecemeal approach to what you like and don't like in a government does not provide any guidance to when a governmental role is appropriate. It leads to a contridiction with a few sentences of explanation.

Peace of mind is not a "shared resource". Its a very individual thing.
You would be correct if peace of mind were only allowed or protected for one person, or if it was provided on an individual case by case basis. It is a bad thing to parcel out protection that way.
