You can gather what you want but you would be incorrect in this case.

In my experience they work as long and as hard as similarly salaried employees.

I'm sure some of them do work very hard, maybe even most of them (even though most of the one's I saw where not working very hard but then my experience may easily be atypical). I'm not talking about working hard. I'm talking about being productive. And in this case by productive I mean not just getting something done, but getting something useful done. If a company doesn't really do much that is useful it will go out of business. If it tries to do stuff that is useful but doesn't do a good job of it then it will often lose business to a competitor, but government agencies don't have to worry about losing money to a competitor. They can even be a net negative and continue to exist for a long time.
