If government mission is to create peace of mind that it is justified in doing almost everything or next to nothing. The idea does not provide a solid coherent rational for limiting the actions of government and it doesn't provide a good justification for the application of force that is required for a government to function.

It does provide a framework to determine benefits and costs for various government policies. There are often tradeoffs, for example increased logging can lead to decreased tourism. Costs and benefits need to be examined.

The other important thing that a "commons" approach can lend to regulation is whether it needs to be regulated at all. If no case can be made for a common benefit then I would think that the activity is not appropriate for governmental regulation.
