I agree, but what I propose is a methodology to determine efficiency. The problem with many regulations now is that they are arbitrary and piecemeal. Many are single minded, meant to perhaps make rape-seed oil more economical in a certain region. By considering them in terms of a common benefit and common cost the regulation is more likely to fit the category of efficently targeted.
