If you spend X amount of money on conservation to save 1/4th X per year of 8 years on energy costs then conservation saves money. If you are forced by law or regulation or policy to spend X on conservation even if it saves 1/20th X on energy costs for 10 years then your conservation effort does not save money. Tim
