For whom does it have this "meaning". Normal and abnormal are statistical terms, at best, and not meaningful without using arbitrary limits. So, it is outside of the 2 SD confidence band and that has meaning to statisticians. So what? So is feeling romantic when your wife wears her Mickey Mouse ears...
