I think that most instances of what you describe are caused by the server you are accessing. I'm hardly an expert on this stuff, but images on a web page are files that should be resident on the server. Perhaps depending on your browser settings for image handling you should normally see a small icon in each image position before the images get loaded. These are place holders in the page you are downloading. Once the image is downloaded it appears in the space, but if those images cannot be located, or there is a problem transferring them (possibly a time out with no response from the server) the little icon changes to show the image did not transfer.

As I recall, the "I can't get it" icon in IE is the red X you describe. In Netscape it looks the same as the place holder icon, except that it looks broken. I doubt any of this is due to problems with your system.
