It may prevent state-to-state war, but that's not the way things are working right now. When I was in the ME, I remember several Arabs telling me that it would make no difference if their gov'ts made peace; it was a people-to-people war and would continue anyway. How to stop THAT is tough.

And if one of the other states (most likely Iraq) gets nukes, I bet MAD won't work. Given time, and probably not that much, they'd probably toss them.
