Yes, Bao Dai, the man whose allegiance was ruled by expedience. The professional puppet, willing figurehead for three different foreign powers in the course of one of the century's more ignominious political careers.

As you and I both know, Bao Dai was never one to blow his nose without permission from the sponsor du jour. He selected Diem because Dulles told him to; Diem was our boy all the way.

Neither the United States nor South Vietnam agreed to the Accords, which were practically designed to favor the Communist regime.......

Quite true, to the extent that they called for an election, which the Communists would have won. That of course begs the question of whether an election can only be a legitimate exercise if we like the winner.
