TSG-C Meeting Summary - 15-19 April 2002 ADVANCED DRAFT
• DECISION: After consultation with the 3GPP2 Secretariat, the Chair directed the TSG as follows:
• Since the SC Chair is responsible for the overall management of the coordination work within 3GPP2, remanded actions from the SC cannot be ignored. These remands must, however, be managed within the contents of the other items on the TSGs workplan and, in cases of conflict, the SC can be requested to reconsider its remand. The only responses to SC remands allowable are:
• The TSG will comply.
• The TSG cannot comply with the letter of the remand based on other responsibilities but will comply to our best ability.
• The TSG cannot comply with the remand at all based on other responsibilities.
• Based on the WG2 Chair concerns regarding the Release B schedule, the Chair directed that WG2 prepare the new point release of cdma2000 Release A, as specified in the SC remand, by the closing Plenary of the May 2002 meeting (17 May 2002). However, such action need be completed only if a standards based solution is warranted, based on the Sync Channel AdHoc report to be received by the opening Plenary of that meeting (13 May 2002).
• If a standards based solution is warranted, based on the Sync Channel AdHoc report by the opening Plenary of that meeting (13 May 2002), the revised Release A text will be released for SDO review and comment at the closing Plenary (17 May 2002).
• WG2 and WG3 were also remanded the task of updating the cover page of all of the other Release A volumes that are not affected by the Sync Channel fix for approval at that closing Plenary so that the point release/version numbers can be synchronized.
• The Secretary was also directed to generate correspondence to the SC regarding these actions.

Interesting developments may transpire outside of 3GPP2 administration. The CDG is presently working with 3GPP2 carriers and vendors to explore non-Standard based solutions to the sticky dilemma. Non-Standard based solutions have numerous advantages:
* A precedent would not be established for bailing out incompetent vendors through Standard manipulation.
* The 3G Standard would not be modified, with unknown and perhaps damaging consequences, to improve the functionality of antiquated, non-standard-compliant 95A handsets.
* As is most appropriate, responsible vendors would resolve issues directly with afflicted carriers - not involving or inconveniencing other members or their networks.
Contrary to shrill warnings from detractors with vested interests (equity in derelict vendors?), work on Release A networks and handsets is proceeding apace without Sync Channel resolution. Indeed, if a Standard patch is deemed necessary, the patch is already established - designed by Q, of course.
And clearly, the 3GPP2 Steering Committee - though concerned with the Release B schedule - has apportioned time for the CDG to strike an appropriate non-Standard based solution. |
