There is no doubt that the settlement policy was designed by the Israeli right to try and make it impossible to give the land back.

Pardon the semantical nit-picking, but who are they giving the land back to?? The Jordanians, the British, or the Turks??

As most of that land, as I understand it, was previously unoccupied and uninhabited (who wants to live on a hilltop), I'm inclined to agree that settlements which have been obtained through the dislocation of previous Palestinian residents, should be negotiated. And if such property was obtained through purchase, compensation made by the Palestinians for building they obtain.

But it seems rather silly for the Palestinians to be claiming that Israel somehow dispossessed them by building
on unoccupied ground.

I also believe the Palestinian state should reimburse Israel for the road networks they have built throughout the territories.
