The sea-peoples hit Palestine and Egypt about the 12th century BCE. Later than the Patriarchs, earlier than Joshua and the conquest of Canaan. Take your pick.

As for investigating, preserving, or regenerating their Philitine culture, I see very little represented in present day Palestinian society that could show the connection to the Philistines... It would appear they were completely marginalized into the Arabic/Muslim cultures derived from the Arabian peninsula.

The Philistines ceased to be a distinct culture by the 8th century BCE, about 1500 years before the first Arabs showed up in the region. There is no cultural connection whatsoever, the Palestinians just had to invent a culture for themselves, and latched onto the Philistines.
