I don't know what you report you are thinking of, but according to a rather large report published by the National Academy Press titled: "Effectiveness and Impact of Corporate Average Fuel Economy (CAFE) Standards(2002)", increased mileage standards most likely resulted in an additional 2000 deaths per year, and an additional 13,000-26,000 serious injuries. So it depends, what little change, means to you.
