Good but difficult questions, Bill.

On the first, when I've read talk of a comprehensive solution that involved troops from some third party, who those troops were and what their role would be was assumed to emerge as a part of the negotiating process and their presence would be legitimated by it. As to how much protection that would provide, I have no idea.

On the second question, the education system, if the negotiated settlement were to produce a genuine Palestinian state, its education system, I assume, would not be under Israeli control. I recognize the concern but to place an education system under outside control is to make it, at best worthless, but most likely it would generate a parallel underground system which would prove to be worse.

Not easy answers. But then that's the nature of this conflict. Many, many steps to go.
