John, and the entire thread, it is imperative to read the FA piece by Agha and Malley on an imposed settlement. It's in the latest issue. I'm not sure it is necessarily a workable strategy but it does highlight one of the problems, i.e, the failure of any process that deals in stages, as they all have recently. The staging of phases in this particular conflict is a way to make sure the process fails.
