I just skimmed the portions of the article to see if I could find some answer to the "imposition" issue. It looks like they are advocating a "third way."

If the first way is for a third party force to grow from the negotiations and a second way is to simply force it, a third way is to present the two parties with a solution which grows from their previous negotiations. They could accept or veto the solution. The third party force would come into play only if the two parties signed onto the solution.

No "emerge from" nor "cramed down."

Do you have a different reading?
