This seems to be true enough: whether one is in Russia, lbania, Burkina Faso, or Wake Island. Yep. There are always some who will prevent the scourge of anarchy by assuming power. Truly, there is no end to the good hearted lengths to which some will go in order to ensure legal governance. The human race has always been blessed that way...
