Nsumir..let me help you interpret Semi Book-to-Bill:

if number is bad = $Sox goes up 5% the next day, leading to the supermodels (AMAT KLAC NVLS TER) running for a few days.
Analysts come out and proclaim "..the bottom is in; numbers are as bad as they can get; this is the trough in the cycle..."

if number is good = $Sox goes up >5% the next day, leading to the supermodels running for a few weeks.
Analysts come out and declare "..the train is about to leave the station, buy before it runs away..."

and all the while, Blodgett is furiously emailing wealthy clients, saying "...sell the POS chip stocks..."

The above saves you the time in trying to interpret the nuances of bookings or billings numbers.
