To some extent the President is very responsible for the Markets Action. For perception is reality. When the perception is things are wonderful as it was under Clinton, people invest, when the perception is that things are awful as it is now under Bush, people hunker down. The "Axis of Evil" says so backed by giant Budget deficits.
