Not to repeat myself unnecessarily, but vacancy decontrol means rent control at most delays rent increases, if it affects rents at all. A more plausible explanation for the post-hoc effects you're trying to blame on that long-dead bogeyman is the zoning argument Glaeser and Gyourko make here: post.economics.harvard.edu

It's hard to believe a Harvard and a Wharton professor could agree on anything, much less on something that has a chance to be correct, but I think you should give them the benefit of the doubt and read their paper.
