Under this law, the victim, or the victim's family, was not supposed to take matters into their own hands, but go to the judges, and ask the judge to order the perpetrator to pay restitution.

If, and only if, the perpetrator refused to pay, then the judges were to order retribution, but not at the hands of the victim or the victim's family.

Not an endless cycle of revenge, but a measured system of justice.
