That doesn't make any sense. You are adducing non productivity as being CAUSED by a correspondence with a reduced proficiency with the likelihood of bankruptcy. But you do not make any connection for your fancy...

Solon, a government agency doesn't have to worry about efficency as much. It can waste money and it will not go bankrupt. If it spends a lot without getting much done it can do a bit less or (more likely) it can ask for a bigger budget next year which can be provided for through tax increases. A private company that spent all its money with little return on a consistent basis would go bankrupt. It can't just raise taxes. Even a monopoly will face less demand if it raises its prices too much. The government can "raise it's prices" and make people pay at gun point.
