A private company can often go quite a while making poor use of resources before someone is held accountable. The larger the company the easier it is to hide. I saw immense inefficiency at IBM in the middle 80s when they were on top of the PC world. Costs were eventually brought down.

A government department has a lot of parallels to a large company. If it is enefficient long enough the people will see their prospects diminish. They ultimately must make their superiors and managers look good or they face severe budget cuts.
