I have a card from Capital One that is 0% interest for 90 days - this is one of the terms of the card, not an introductory offer. I have used it almost exclusively to buy high-denomination I-bonds from the US Savings Bond website - they are counted as a purchase rather than a cash advance.

I must keep popping up in their "convenience user" models. Almost every week, they offer "upgrades" of my card (but why upgrade? My card is already Platinum, with a high limit).
