I'm not sure I would say most, but at least "many" would be accurate, and "most" is not out of the question.

But the acts are put in place by the government. People in the private sector may have pushed for them but only the power of the government can enforce them. And since they become government policy people are forced to foloow them. They can't easily go to a competitor if they don't like the "service" that the government offers them, or just decide to do without if they don't like the terms that any "service providers" offer.

Also many of those special interests are not just companies or rich conservatives. They include environmentalists and liberal political groups.
