Joe, Re: " I don't think AXP improvement over Willamette or Northwood is 42.8%, running at the same clock speed."

I did a couple of calculations on Tom's Hardware article.

tomshardware.com

I compared the 1.73GHz Athlon XP with the 1.7GHz Willamette. To estimate Northwood, I multiply the result by the percentage that the 2.0A beats the 2.0 in each app, and I also include the percentage that the 2.4B beats the 2.4A in each app. The parenthesis represent negative IPC gains.

Quake III NV15 Demo 1024x768
Athlon XP 2100+ - 63.3
Pentium 4 1.7GHz - 49.2
Athlon IPC advantage - 28.7%
Add 9.1% Northwood Improvement - 53.7
Athlon IPC advantage - 17.9%
Add 12.0% 533MHz FSB Improvement - 60.1
Athlon IPC advantage - 5.3%

FlasK DivX 5.0 Encoding
Athlon XP 2100+ - 45.5
Pentium 4 1.7GHz - 38.3
Athlon IPC advantage - 18.8%
Add 5.6% Northwood Improvement - 40.4
Athlon IPC advantage - 12.6%
Add 8.3% 533MHz FSB Improvement - 43.8
Athlon IPC advantage - 3.9%

Lightwave 7B
Athlon XP 2100+ - 364.5
Pentium 4 1.7GHz - 338.5
Athlon IPC advantage - (7.1%)
Add 5.7% Northwood Improvement - 320.2
Athlon IPC advantage - (12.2%)
Add 0.7% 533MHz FSB Improvement - 318.0
Athlon IPC advantage - (12.8%)

Cinema 4D
Athlon XP 2100+ - 226
Pentium 4 1.7GHz - 381
Athlon IPC advantage - 68.6%
Add 25.6% Northwood Improvement - 303
Athlon IPC advantage - 34.1%
Add 1.4% 533MHz FSB Improvement - 299
Athlon IPC advantage - 32.3%

SysMark 2002
Athlon XP 2100+ - 189
Pentium 4 1.7GHz - 170
Athlon IPC advantage - 11.2%
Add 11.3% Northwood Improvement - 189
Athlon IPC advantage - 0%
Add 5.3% 533MHz FSB Improvement - 200
Athlon IPC advantage - (5.5%)

3D Studio R4.2
Athlon XP 2100+ - 148
Pentium 4 1.7GHz - 216
Athlon IPC advantage - 45.9%
Add 2.2% Northwood Improvement - 211
Athlon IPC advantage - 42.6%
Add 0.0% 533MHz FSB Improvement - 211
Athlon IPC advantage - 42.6%

I would say 3D Studio MAX reaches your extreme case, and Cinema 4D also gives AMD a >30% advantage, even with Northwood's improvements. However, a number of new software benchmarks, Intel optimized apps, and Intel favored apps seem to shrink the Athlon IPC advantage down to 5% or less, and in some cases negative. It's helpful to add those data points to the set, which should indicate right away that even a 25% IPC advantage in Hammer isn't likely going to allow AMD to soar over Intel in all apps (though the addition of SSE-2 may help it in some apps like Lightwave 7B).
