Government doesn't get marginalized

You argue from two different perspectives. Regulations are made at particular offices of particular departments. These departments are held accountable by their bosses and customers because careers are threatened by poor performance.

You're points about size deal with the government as a whole. It's logical to expect it to grow as the population, GDP, and responsibilities grow. That does not mean that every department grows, only the ones who find effective constituents and that is not the poorly run ones.
