Source please. I believe you are in error.

According to "Frequently Asked Questions" re: voting in Maryland:

Question: Can someone vote without having his or her voter's card?

Answer: Yes, however, it is suggested that the voter have a form of identification available to show the election judges if requested.

Each political party also has the right to designate poll challengers/watchers.
