This does not address my point at all. There is no reason to enforce everything to the full extent of the law, when one has limited resources. He is within his right to emphasize some things over others, as head of the Department. As for the other, if it doesn't fall under the Act, even arguably, than he can do nothing about it, as far as I know. That does not mean that he was wrong to exercise his option to act earlier, it means his statutory power is limited. Finally, I have no settled view of how best to handle the matter.......
