You assume too much about the state of mind of the border guards, and whether they were clear about the situation, or panicked to have such a large number of men suddenly turn up...... You seem quite desperate to find an excuse for mass murder. According to the evidence presented at the trial, they did not show up all at once, but in batches. They weren't all men, either. The last group consisted of 14 women, a boy, and 4 men. All were shot. The orders were as clear as can be, as evidenced in the material you posted. "I don't want any sentimentality" was, I believe, the specific instruction. I don't see any likelihood of confusion.
