From my understanding it has been the Hamas and not Arafat's people that have been the Body Bombers.

I suppose this explains the difference. My understanding is that Arafat, as the leader of the Palestinian people, is in a position to at least discourage, if not substantially control, the suicide bombings, and has refused to do so.

If the administration--this one and the prior one (both surely in a better position to know than are you and I) -- didn't believe Arafat was in a position to apply at least some pressure, why would they have bothered to engage Arafat in discussions?
