Barry Bannister at Legg Mason raised his rating on TYC from neutral to buy this morning.

This is the third time he's changed his rating this year. He went to a strong buy from a neutral when the stock was 47 early in the year, and lowered his rating from a strong buy to a neutral when the stock was 27.
