a smarter President Bush should just keep quiet if he doesn't have anything smart to say. If he is going to make bad proposals it is certainly valid to speculate why he doesn't make some better ones too. The country would be a lot better if he would stick to chopping cedar in Crawford and let the junior-staffers run the White House. TP
