You argue from two different perspectives. Regulations are made at particular offices of particular departments. These departments are held accountable by their bosses and customers because careers are threatened by poor performance.

Lets just say I have a different opinion of what constitutes poor performance then some of the bosses who would hold people accountable. As for customers in most cases the relationship between the regulator and those effected by the regulations is not one of customer and supplier.

You're points about size deal with the government as a whole. It's logical to expect it to grow as the population, GDP, and responsibilities grow.

It's logical to grow in nominal dollar terms to adjust for inflation. This is not the government growing really its just staying the same size. Its reasonable to expect the government to grow as the population grows. This is real growth but growth that is needed to provide the same services to more people. I don't think the government should grow just because the GDP grows. A larger GDP can of course support a bigger government but it doesn't provide a requirement for a bigger government or even a justification for such growth. As for government's responsibilities growing that is the growth that I am complaining about. As it takes on more responsibility it takes more power to itself and takes more wealth that would otherwise be available to the private sector.
