How do you determine "need to"?

I think deceptive practices are and should be illegal. By deceptive practices I mean advertising a particular price and charging another or charging for work not done. But I believe any business person should be allowed to have the market decide what price they will charge. Price is never set on "need" but the market rate for similar services. Need has nothing to do with the price of anything and never should.
