I'm not much of gun buff, but I do know that at higher velocities bullets "cut" through objects and at lower velocities bullets "smash" through objects. The smashing causes much more trauma to the surrounding tissues.

I would imagine each different kind of bullet (based on weight and surface area) has an optimal velocity for doing damage to the human body. Too fast and it zips right through. Too slow and you get stopped by a bone.

Then there is whole thing about hollow points and the bullet flattening or fragmenting on impact....

And what if the guy is wearing body armor...
