Fabs take several years to build and get production worthy. No one knows when the down turn will end, but Intel seems to be taking a gamble that it will be within the next couple of years. That kind of forecast isn't something you tell the analysts, but it should be obvious as they continue to build manufacturing capacity that they see a largely increased microprocessor market in the future. If they are correct, that would put them in a much better position to meet market demand, and steal market share from their competitors. If not... well... they will have spent a lot of money on fabs that they can't use. I suppose at that point, they might consider getting into the foundary business.
