The quote is from Chaim Weizman, the most prominent Zionist of his day. The context is this:

Given those intentions, is it really surprising that the Arab residents violently opposed Jewish immigration? How do you think non-Latin Californians would regard Latin American immigration if it were sponsored by a foreign occupying power, and if the Latin Americans openly proclaimed their intention to flood the land with their people and make it a state "as Latin American as England is English"?
