The most likely reason is heat. Until AMD can actually ship the promised 130nm Tbred chips, Intel has the advantage here. For what it is worth, most of the people who are interested in those small systems want Athlons in my experience. The people that I know that have gone ahead an bought the Shuttle systems have wound up using VIA chips, and whined because they couldn't use an Athlon. No one seems interested in the P4 versions.
