I think it is important to understand the Arab mentality. Many (most?) believe that it is their duty to bring Islam to the world, and eliminate all other infidel cultures.
The only time they seek peace is when they are getting their butts kicked. The Palestinians honestly believe that the UN must protect them in their quest to destroy Israel.
