If Siemens buys Motorola's mobile phone network division, wouldn't Siemens would still have to negotiate a CDMA license from Qualcomm since licenses from Qualcomm are non-transferable? At least that's how it has worked in the past, although I must admit I don't know all the details of Mot's license from QCOM. Also, the story says mobile infrastructure unit which is different from handsets or chipsets, so presumably Motorola would still be in the CDMA handset business.
