Would Siemens purchase of MOT network biz be good or bad for Qcom?

Beats me.

If Siemens/MOT can take CDMA "where it has not gone before" then it is good.

On the other hand, if it deep sixes new MOT contracts in CDMA and pushes for 3G/UMTS (kind of like Ericsson) it might be considered to be not so good.

In general I am a little uncomfortable losing one of the 3 horsemen of CDMA infrastructure (Nortel, LU and Motorola) and having them owned by a dedicated member of Euro cabal. I guess previous hopes of Ericsson pushing CDMA2000 were dashed so it is hard not to see something similar happening. Maybe this time it is different.
