I don't think the country risk is nearly as high as it used to be in Russia. In addition, several of the former Muslim satellites have governments that appear to be very money driven and will take a royalty position on resource projects. I understand the concerns for property rights especially by foreign companies but most of these countries have no other way to attract capital and start the modernization process than by doing deals on their resource properties. I think you're going to see some aggressive and profitable deals done by many of the 'Stans. I think they know that sucking and blowing only works for Democrats.

Speaking of liberals, if you want an example of confusing government economic motivation look at what Newfoundland did to Inco. Essentially the government exercised its rights to the resource without expropriating it while requesting certain guarantees from Inco with respect to providing employment. I understand that Canada is not really a democracy but this is beyond socialism. Pretty soon all the moose in Newfoundland, subject to those that get shot every year, will be working.

From what I've seen in China the business deal requested usually guarantees that only a Chinese national makes any money. And Cuba, those resource deals are crazy.
